At Atlanta in October 2026, the Quad Foreign Ministers announced their intent to provide $85 million in technical assistance to expand access to trusted AI across the Indo-Pacific [1]. Such partnerships can help the Global South, but only if they build its own capacity rather than swap one dependence for another.

Meaning of 'trusted AI'

  • AI that is secure, transparent, accountable and rights-respecting across its life cycle.
  • AI sourced from reliable partners, so that its data, chips and models are not under coercive or opaque control.
  • The Quad's 2021 Principles on Technology Design say technology should reflect democratic values and universal human rights [2].

How plurilateral partnerships help

  • Capacity building: technical assistance trains regulators, engineers and start-ups in smaller states [1].
  • Supply-chain resilience: the Quad Critical Minerals Initiative (July 2025) warns that relying on one country invites "economic coercion, price manipulation" [3]. A Framework to put it into practice followed in May 2026 [4].
  • Circular economy: the US committed $10 million for critical-mineral recycling in India and ASEAN [1].
  • Inclusive reach: including ASEAN respects ASEAN centrality and gives states "freedom of choice" [1].

Risks of new dependencies

  • Donor-defined trust: recipients have no say in who counts as "trusted", which can sort countries into blocs.
  • Skills, not systems: technical aid builds skills but not computing power or data centres. Recipients may get locked into donors' proprietary platforms.
  • Shifted chokepoints: recycled scrap still has to be refined. On 2019 data, China did nearly 90% of rare-earth refining [5].
  • Soft pledges: the $85 million is only an "intent". No timeline or split between countries has been announced [1].

Safeguards for autonomy

  • Anchor aid in domestic schemes: India's ₹1,500 crore recycling scheme pays only for actual mineral extraction, not black-mass-only units [6]. The 58 firms already eligible [7] can absorb Quad co-funding.
  • Public, verifiable standards for "trusted AI" on data security and audits.
  • Co-development and technology-transfer clauses instead of grants alone.
  • Global South representation in setting the rules.

Trusted AI is, in the end, trust that recipients can check for themselves. If partnerships like the Quad pair finance with open standards, technology transfer and domestic industry, aid can become real capability. This fits India's strategic autonomy and the spirit of SDG 17, making the Global South a co-creator rather than a client of the AI age.
