  1. Transmission of the monsoon shock
  2. Structural measures

About two-thirds of India's cotton is rainfed, and lint yield is only about 447 kg/ha [1]. So a weak Southwest monsoon starts a chain of shocks that runs from the farm to the loom. The 2026 crisis made this clear. Cotton arrivals stayed low after the season opened, and the Finance Ministry extended the cotton import-duty exemption to 31 December [2].

Transmission of the monsoon shock

Weak SW monsoon → lower yield & quality at farm → thin market arrivals
→ costlier raw cotton for mills → dearer yarn/fabric, export & job stress
→ duty-free imports → price pressure at harvest → farmer distress / MSP burden

Fig: Monsoon shock along the cotton value chain

  • Farm stage: Rain deficit hits yield and fibre quality. Weak canal-water timing makes the stress worse [1].
  • Market stage: Daily arrivals stay low even after the season opens on 1 October [2].
  • Industry stage: The textile industry is the largest consumer of cotton, so its input costs rise. This squeezes spinning margins, export competitiveness and labour-intensive jobs [2].
  • Policy feedback: Waiving the 11% import duty [3] costs customs revenue. If imports pull prices below MSP during the harvest, the Cotton Corporation of India (CCI) has to buy at MSP [3]. Damaged cotton that fails the Fair Average Quality (FAQ) standard may fall outside this safety net.
  • Long-run loop: Repeated waivers lower the prices farmers get. Some farmers then switch crops, which deepens the shortage that caused the waivers.

Structural measures

  • Productivity push: Deliver the Mission for Cotton Productivity. It has ₹5,659.22 crore to lift lint yield from about 440 to 755 kg/ha by 2031, using climate-resilient varieties [4].
  • Seed reform: Breed early-maturing, drought-tolerant varieties. Give farmers financial support for quality seed and cap seed prices [1].
  • Water security: Expand drip fertigation across the rainfed cotton belt [1].
  • Price assurance: Guarantee procurement at at least 1.5 times the cost of production, so farmers keep growing cotton [1].
  • Rule-based trade policy: Time duty waivers to the lean months before harvest instead of ad hoc extensions. The Standing Committee also warned against giving up duty revenue [1].
  • Market infrastructure: Build digital mandi integration, cotton testing labs and Kasturi Cotton Bharat traceability, to improve price discovery and quality premiums [4].

Monsoon variability is a farm-level risk, but it spreads to industry, the budget and farmers' incomes. Duty waivers only manage the symptom. Higher yields, climate-resilient seeds, assured prices and predictable trade rules can make the "farm-to-fashion" chain more resilient. That would serve SDG 2 (farm incomes) and SDG 8 (decent work) together.
