Moving from reactive to anticipatory environmental governance needs data integration and accountability. Discuss with examples from India's air-quality management framework.

  1. Data integration: the basis of foresight
  2. Accountability: turning alerts into action

Reactive governance acts only after air quality has already crossed a danger threshold. Anticipatory governance spots a pollution episode early and acts on its sources first. The Commission for Air Quality Management's (CAQM) PAVAN-I3C platform shows this shift in Delhi-NCR. It runs on a "Detect, Analyse, Act" principle [1]. It also shows that foresight works only when integrated data is matched by enforceable accountability.

Data integration: the basis of foresight

  • Single verified source: PAVAN combines 30+ APIs and data streams into one view. These include ambient monitoring stations (CAAQMS), industrial stack monitors (OCEMS), satellite fire data, cameras and complaints. This breaks down data silos between agencies [1].
  • Monitoring at the source: Over 2,300 industries (through OCEMS) and 3,200+ construction sites are linked. This allows early action on stack emissions and dust [1].
  • Coverage gaps: CAQM has identified 3,551 units that must install OCEMS [3]. Integration of State portals with the platform is still under review [2].
  • Data quality: The CAG found that Delhi's monitoring stations were not sited as CPCB norms require, which casts doubt on AQI accuracy [4]. A Parliamentary Standing Committee flagged continued reliance on manual stations [5].

Accountability: turning alerts into action

  • Alert-based compliance: A breach of Statutory Directions automatically triggers an alert that is escalated to the agency concerned [1].
  • Legal force: CAQM has ordered the closure of 1,556 non-compliant units [3]. That is enforcement, not just a dashboard.
  • Federal tracking: The State Action Plan module tracks pending actions in Delhi and the four States [1]. The Union Environment Minister directed NCR States to carry out their plans on a time-bound basis, with monthly and weekly targets [6].
  • Limits: Field action still rests with State Pollution Control Boards and municipal bodies. A platform can track a delay, but it cannot penalise it. The 2009 NAAQS are weaker than WHO guidance, so "compliant" air may still be harmful [5].

PAVAN-I3C shows that integrated data makes foresight possible, and statutory backing makes it actionable. The way forward:

  • connect every identified unit to OCEMS;
  • move and expand continuous monitors;
  • revise the NAAQS;
  • publish State-wise data on alerts raised and resolved;
  • plan at the airshed level, as the Standing Committee recommended [5].

Success should be judged by falling PM2.5 levels rather than by the number of data streams connected. On that test, this model can help secure the right to clean air under Article 21 and SDG 11.6.
