MSP has become an instrument of crop diversification rather than merely price support. Examine in light of recent Rabi MSP announcements.

Minimum Support Price (MSP) was designed as a floor price to protect farmers from distress sales. Budget 2018-19 set MSP at no less than 1.5× the cost of production [1]. Since then, the relative size of each crop's increase has become a signal of what farmers should sow. However, procurement has not kept pace with that signal.
MSP as a diversification signal: the evidence
- Skewed increases: RMS 2027-28 raised safflower by ₹675/qtl and mustard by ₹413/qtl, but wheat by only ₹25 (~1%) [1]. Wheat had received ₹160 in RMS 2026-27 [2].
- Margin rebalancing: wheat already earns a 106% margin over cost, while safflower sits at the 50% floor [1]. Narrowing this gap makes oilseeds and pulses (lentil +₹390) relatively more profitable [1].
- Stated intent: the Cabinet explicitly aims to promote pulses and oilseeds over cereals [1]. This supports edible-oil self-reliance and reduces pressure on groundwater in the Northwest.
Why it remains largely price support for wheat
- Wheat-centric procurement: wheat made up ~95% of Rabi procurement over 2014-15 to 2025-26 (3,715 of 3,921 LMT) [1].
- Regional concentration: in 2019-20, MP, Punjab and Haryana grew 46% of India's wheat but accounted for 85% of its procurement [3]. Pulses are procured only "to a limited extent" [3]. For most farmers, an assured ₹2,610 for wheat beats a ₹6,613 MSP for mustard that no one may pay.
- Weak pull: PM-AASHA (PSS, PDPS, PPSS) is the main price-support scheme for pulses and oilseeds [4]. Yet its 2026-27 allocation of ₹7,200 crore is only 3.7% above the 2025-26 revised estimate [5].
Way forward
- Shift procurement east: the Shanta Kumar Committee asked FCI to expand into eastern UP, Bihar, West Bengal and Assam, where small farmers face distress sales [6].
- Pair price with income support: Haryana's ₹7,000-per-acre incentive (2020) for moving away from paddy [3] could be adapted for mustard.
- Scale up PDPS: paying farmers the gap between MSP and the market price makes oilseed MSPs meaningful without building extra storage [4].
Recent Rabi MSPs show the tool moving from a uniform floor price to a relative-price signal. But a price signal without assured purchase moves few farmers. Aligning procurement, PM-AASHA funding and State incentives would let MSP secure both farm incomes and India's water, nutrition and edible-oil goals, in keeping with SDG 2 (Zero Hunger).
