"MSP has served as a price signal more than a price guarantee for crops other than wheat and paddy." Critically examine this with reference to recent Rabi MSP trends.

  1. Signal more than guarantee: evidence for the statement
  2. Where the guarantee is real: limits of the statement

A Minimum Support Price (MSP) is a guarantee only when an agency is ready to buy at that price. The MSPs for Rabi Marketing Season 2027-28 were approved on 30 September 2026. Wheat rose by just ₹25 to ₹2,610/quintal, while mustard rose by ₹413 and safflower by ₹675 [1]. For crops other than cereals, MSP works mostly as a signal, but not only as one.

Signal more than guarantee: evidence for the statement

  • Uneven increases: wheat already has a 106% margin over A2+FL cost, so its increase is small. The bigger rises for lentil (+₹390), mustard (+₹413) and safflower (+₹675) aim to move sowing towards pulses and oilseeds [1].
  • Capped buying: under the Price Support Scheme (PSS), buying of pulses, oilseeds and copra is capped at 25% of national production [2]. Most of the crop has no assured buyer at MSP.
  • Risk beats price: FCI buys wheat without a limit, so a safe wheat crop can beat a better-priced mustard crop. India still imports over half its edible oil [5].
  • Narrow reach even for cereals: the Shanta Kumar Committee (2015) found that only about 6% of farmers sold wheat or paddy directly to procurement agencies [3].

Where the guarantee is real: limits of the statement

  • Buying does happen: PM-AASHA has been continued with a ₹35,000 crore outlay to buy notified pulses, oilseeds and copra at MSP [2].
  • Support without buying: the Price Deficiency Payment Scheme (PDPS) pays farmers the gap between MSP and the market price, with no need for storage [2].
  • The signal is getting backup: the National Mission on Edible Oils–Oilseeds (₹10,103 crore, 2024-31) adds seeds and processing to aim for about 72% self-sufficiency [5].
  • The cereal guarantee is also partial: wheat's MSP is only about 1.4 times C2 cost [4]. So "50% over cost" depends on which cost is used.

Overall, the statement mostly holds: for Rabi pulses and oilseeds, MSP shapes sowing decisions more than it protects prices. The way forward is to widen PDPS, set up procurement in eastern States as the Shanta Kumar Committee recommended [3], and link oilseed MSPs to NMEO. That would turn the signal into a real guarantee and support SDG-2 and self-reliance in pulses and oilseeds.
