"Parliamentary diplomacy complements executive-led foreign policy." Discuss with reference to India's engagement with the Inter-Parliamentary Union.

The Inter-Parliamentary Union (IPU), founded in 1889, gives it a multilateral platform [4]. India takes part through the Indian Parliamentary Group (IPG) [2]. It now sends a 9-member delegation, led by Rajya Sabha Deputy Chairman Harivansh, to the 153rd Assembly at Arusha [1]. This channel supports the executive's diplomacy but cannot replace it.
How it complements executive diplomacy
- More platforms for India's view: At Arusha, Indian MPs will present India's position on counter-terrorism, maritime security, critical minerals and AI [1]. This strengthens what the Ministry of External Affairs says.
- Influence inside institutions: Indian MPs have served as IPU rapporteurs and office-bearers [2]. Harivansh joins the hearing of candidates for IPU President [1].
- Turning commitments into law: MPs pass laws and budgets. The WHO–IPU partnership (renewed in 2024) helps legislators act on universal health coverage at home [3].
- Democratic soft power: India's team has 4 women out of 9, while women hold 27.2% of seats in parliaments worldwide [1][4]. The IPU's Committee on Human Rights of Parliamentarians, working since 1976, protects lawmakers in other countries [4].
- Continuity: Both presiding officers lead in turn. The Lok Sabha Speaker led the delegation to the 150th Assembly at Tashkent [5].
Limitations
- Non-binding outcomes: IPU resolutions do not bind governments. The United States called UN–IPU coordination "a pro forma exercise that says much but accomplishes very little" [6].
- Weak institutional basis: The IPG rests on a 1948 motion, not a statute [2]. There are no published rules for choosing members, and 7 of the 9 delegates come from the Lok Sabha [1].
- Little follow-up at home: Delegation reports record attendance. Assembly outcomes are rarely debated in Parliament.
- The executive leads: Treaty-making remains an executive function. Parliament's role comes mainly through Article 253, which lets it pass laws to implement treaties.
Way forward
- Publish IPG rules for choosing members that ensure a balance between the two Houses and among parties, plus rotation.
- Present Assembly outcomes to Parliament and the relevant committees.
- Coordinate positions with the Ministry of External Affairs before each Assembly.
Parliamentary diplomacy adds legitimacy, reach and the ability to act through laws, which executive diplomacy lacks. If India links its IPU engagement more closely to Parliament's own work, the Arusha theme of "inclusivity, trust and opportunities for all" can feed into India's foreign policy. This also serves the SDG 16 goal of accountable institutions.
