"Parliamentary diplomacy complements executive-led foreign policy." Examine this with reference to India's engagement in the Inter-Parliamentary Union.

Its main forum is the Inter-Parliamentary Union (IPU), a body of national parliaments founded in 1889 and based in Geneva [2][3]. India's delegation to the 153rd IPU Assembly at Arusha, led by Rajya Sabha Deputy Chairman Harivansh, shows this channel supports executive foreign policy but cannot replace it [1].
How it complements executive diplomacy
- Neighbourhood First: India backed Nepal's proposal on Himalayan climate disasters, adopted as the Assembly's emergency item, building goodwill at low cost [1].
- Open channels: meeting Konstantin Kosachev of Russia's Federation Council kept a legislative channel open without a government-level commitment [1].
- Strategic interests: MPs joined debates on maritime security and a "reformed UN system", matching India's Indian Ocean interests and UN reform push [1].
- Soft power: Harivansh's General Debate speech stressed transparency, accountability and public trust; MPs also joined sessions on ethical AI for child rights and international humanitarian law [1].
- UN linkage: the IPU has UN General Assembly observer status, so its debates reach UN forums [3].
Limitations
- Not binding: the IPU represents parliaments, not governments [3]; its resolutions create no fund, deadline or obligation.
- Weak follow-up: the official account lists who attended or spoke, but names no follow-up action in India's Parliament [1].
- Credibility gap: Bills referred to parliamentary committees fell from 71% (15th Lok Sabha) to 11% (17th), weakening India's accountability message abroad [4].
- Executive primacy: treaty-making rests with the Union executive, so MPs reinforce foreign-policy goals but rarely set them.
Way forward
- Delegations should report back to the House; the Himalayan item merits a committee hearing on Himalayan states' preparedness.
- Making committee referral the default, as the UK does for all Bills except Money Bills [4], would match words abroad with practice at home.
Parliamentary diplomacy at the IPU thus extends India's reach on climate, governance and neighbourhood ties, where governments often move slowly. Its value is real but modest, and grows when commitments made abroad are followed up at home. Stronger scrutiny in India's own Parliament will let it speak abroad with credibility, complementing executive diplomacy and upholding the constitutional value of accountability.
