  1. How summitry stabilises the rivalry
  2. Why it cannot transform the rivalry

Personal diplomacy means leaders building direct rapport to settle disputes. The three-day Xi–Trump summit of September 2026 produced an eight-point consensus, and it "showcased personal diplomacy rather than big public breakthroughs" [1]. It shows both what leader-level engagement can do and where it stops.

How summitry stabilises the rivalry

  • Tariff de-escalation: a $30 bn reciprocal tariff-reduction arrangement lowers costs of trade between the two largest economies [1].
  • Institutional follow-up: a new bilateral trade council, and the outcomes of the earlier Kuala Lumpur talks were extended [1].
  • Time for a bigger deal: the truce due to expire on 10 November was extended by two months to work towards a "potentially bigger" deal [1].
  • New area of talks: a dialogue on AI risks and benefits was launched. China welcomed the U.S. use of the term "super intelligence" [1].
  • Political signal: Wang Yi said the visit "opened a new chapter" and upheld the "overall stability" of ties [1].

Why it cannot transform the rivalry

  • Interim, not structural: the deal gives no product lists or new tariff rates. Headline cuts start from very high tariff levels [1].
  • Rules bypassed, not fixed: a WTO panel found the U.S. tariffs on China violated GATT Articles I and II. The U.S. appealed, so the ruling forced no change [2]. Disputes are now handled at summits, not through rules.
  • Both tracks at once: in 2025 China challenged the U.S. "reciprocal tariffs" at the WTO [3]. It is now bargaining bilaterally, so the legal fight stays open.
  • Talks without commitments: the AI track has no limits or checks. Both sides are still racing on frontier technology [1].
  • Depends on the leaders: gains that rest on leader rapport can be reversed quickly. The 2020 Phase One deal did not stop tariffs from escalating again.

             RIVALRY PERSISTS

Fig: Summitry lowers tension but leaves the causes of rivalry in place

Overall, the 2026 summit lowered tension through deals and new channels, but the structural causes of rivalry remain. Summit gains can only become lasting change if the trade council, verifiable AI norms and a restored rules-based WTO system make them binding. For middle powers like India, a multilateral order is a steadier base than a truce that depends on two leaders.
