Rare earth elements are indispensable for India's clean energy and defence ambitions, yet their extraction poses ecological risks in coastal ecosystems. Discuss.
India holds about 13.15 million tonnes of monazite across 136 beach sand deposits in eight coastal states [1] — the feedstock for rare earth oxides that power magnets, motors and munitions. Their extraction, however, sits atop fragile shorelines, making rare earth policy a test of balancing strategic autonomy with ecological prudence.
Why rare earths are indispensable
- Clean energy: NdFeB permanent magnets are core to EV traction motors and wind turbines; India's monazite resource contains roughly 7.23 Mt of in-situ REO equivalent [1].
- Defence and electronics: precision-guided systems, sonar, avionics and lasers depend on REEs; import concentration in a single dominant supplier is a strategic vulnerability.
- Institutional push: IREL (India) Limited under the DAE is mandated to process REE-bearing beach sand minerals, with exploration and value addition being scaled up [2].
- New finds: the Atomic Minerals Directorate established the Pudupuram–Cuddalore deposit in Tamil Nadu with 1.912 Mt of total heavy minerals [3].
Ecological risks in coastal ecosystems
- Placer mining disturbs beaches and dunes, accelerating erosion and saline ingress and weakening the natural buffer against storm surges.
- CRZ Notification (2019) areas, mangroves, forest cover and dense habitation sharply restrict minability of REE-bearing sands [1].
- Radiological hazard: monazite carries thorium and uranium, so tailings must be stored under AERB guidelines rather than freely processed [1].
- Fishing livelihoods and turtle-nesting habitats face displacement, while illegal beach sand mining persists — countered by canalizing exports through IREL and the zero-threshold monazite notification G.S.R. 134(E) [4].
Rare earths are therefore a strategic necessity whose social licence rests on ecological credibility. A calibrated path — deposit-specific environmental impact assessment with radiological monitoring and post-mining backfilling [3], satellite-based surveillance of illegal mining, faster but undiluted clearances, and greater investment in domestic value addition and recycling [5] — can secure supply without sacrificing coasts, honouring both Article 48A and SDG-14.
