The Public Examinations (Prevention of Unfair Means) Act, 2024 criminalised organised paper leaks in UPSC, SSC, NEET and JEE examinations [1], yet leaks and student protests recur. The unrest is largely, though not wholly, a symptom of a narrowing pipeline of secure jobs.

How the unrest signals structural unemployment

Examination malpractice is therefore the spark, while thin job creation supplies the fuel — both demand simultaneous action. Decentralised and audited test administration, faster recruitment cycles and time-bound vacancy filling can restore procedural trust, while employment-intensive manufacturing and quality skilling can convert India's demographic dividend from potential into realisation, honouring the equality of opportunity promised by Article 16.
