The revival of Nālandā University is as much a diplomatic project as an educational one. Discuss.

The Nalanda University Act, 2010 set up the university to carry out decisions taken at the 2nd (2007) and 4th (2009) East Asia Summits (EAS), and placed it under the Ministry of External Affairs [1]. Diplomacy gave the university its start, while its legal mandate is academic. The two goals support each other, but they do not always carry equal weight.

Diplomatic dimension

  • Multilateral origin: India and the EAS countries conceived the university together [2]. The MEA administers it, not the Ministry of Education [1].
  • Civilisational soft power: It draws on a Buddhist heritage that India shares with much of Asia. The ancient Nālandā ruins became a World Heritage Site in 2016 [2].
  • Diplomatic visibility: Heads of mission from 17 countries attended the 2024 inauguration of the Rajgir campus [2].
  • People-to-people ties: It links India to East Asia through scholarship as well as trade and security.

Educational dimension

  • Statutory mandate: It is an international institution for "intellectual, philosophical, historical and spiritual studies", and the Act declares it an institution of national importance [1].
  • Capacity: The Rajgir campus is Net-Zero, with 40 classrooms and a hostel for about 550 students. Students from more than 20 countries already study there [2].
  • Public investment: The Cabinet Committee on Economic Affairs approved ₹2,727.10 crore for 2010-11 to 2021-22 [3].
  • Research linkages: An October 2026 MoU with CSIR-TKDL covers traditional knowledge, IPR and Bihar's cultural expressions, in line with NEP 2020 and Indian Knowledge Systems [4].

Where the two pull apart

  • Funding asymmetry: India bears most of the cost, and partner countries' contributions are only voluntary [3]. This weakens the "joint" character of the project.
  • Prestige vs output: Summit declarations bring visibility, but a university's global standing rests on its faculty, research and students.
  • Autonomy: Oversight by the MEA can tilt priorities toward diplomatic symbolism rather than academic freedom.

Nālandā is therefore a dual-purpose institution: diplomacy gave it its start and its funding, but only education can give it lasting credibility. More co-funding from partner countries, real academic autonomy and research partnerships such as the TKDL MoU can turn it into a genuine knowledge hub. That would realise NEP 2020's vision and base India's soft power on scholarship, which is why the revival is as much an educational project as a diplomatic one.
