"Robust administrative data is the foundation of credible official statistics." Discuss this with reference to India's efforts to build a National Statistical Business Register.

A Statistical Business Register (SBR) is a central, regularly updated database of economic units. It is the "backbone" from which surveys draw samples and scale up estimates [1][2]. The September 2026 MSME–MoSPI MoU shares unit-wise Udyam data through a two-way API to build a National SBR (NSBR) [1]. It shows that official statistics can only be as credible as the administrative records underneath them.
Why administrative data is foundational
- Coverage and stability: the UN Guidelines on SBRs (UN Statistical Commission, 2019) advise building registers mainly from administrative sources [2].
- Timeliness: governance records update continuously, unlike periodic field counts such as the Economic Census [10].
- Better frames: ASUSE currently uses an area frame, picking villages and UFS blocks first and establishments later [3]. A reliable list of firms would allow direct sampling by size and industry.
India's NSBR effort
- Scale: Udyam registrations rose from 7.30 crore (December 2025) to 9.16 crore (August 2026) [4][5].
- Informal reach: 2.92 crore came through the Udyam Assist Platform, bringing informal micro units into view [4].
- Institutionalised sharing: the MoU replaces ad hoc requests, allows regular updating and limits use to statistical purposes [1].
- Business demography: tracking enterprise births, deaths and survival supports MSME policy [1].
Why "robust" is the operative word
- Self-declaration: no documents are uploaded [6]. PAN/GSTIN checks are weak for units that have no GSTIN.
- Benefit-driven entry, no exit: registering unlocks Priority Sector Lending [7], but nobody reports closures, so live firms get overcounted.
- Definitional break: the 2025 revision raised the limits 2.5× for investment and 2× for turnover [8]. Size-class counts before and after April 2025 are therefore not comparable.
- Coverage gap: Udyam covers only MSMEs and excludes large firms [8].
- Weak legal footing: an MoU is not a statute [1].
Way forward
- Flag units with no GST or tax activity as possibly closed.
- Link more registries, using MoSPI's Compendium of Datasets and Registries [9].
- Check NSBR counts against the Economic Census district by district before replacing area frames [10].
- Publish the data-sharing protocols.
The NSBR turns data that government already collects into statistical infrastructure, which supports the statement. Its credibility will depend on cleaning, linking and checking the data, not on sheer volume. If it is built to UN standards with transparent rules, it can sharpen economic estimates and MSME policy and advance SDG 17.18 on high-quality, reliable data.
