Post-pandemic shortages and export controls have turned chip supply chains into geopolitical leverage, making domestic capability a pillar of strategic autonomy. India's OSAT/ATMP push marks its bid to secure this frontier.

Why chips underpin strategic autonomy

• Chips power defence systems, 5G and the digital economy; heavy import dependence is a strategic vulnerability.
• Global supply-chain reconfiguration — Taiwan-concentration risk, US–China export controls, and the "China+1" shift — pushes nations to diversify sourcing.

India's OSAT/ATMP response

• India Semiconductor Mission funds 50% of eligible CAPEX on pari-passu basis, building back-end packaging/assembly-test capability once wholly outsourced abroad [1].
• CG Semi, Sanand: over ₹7,600 crore JV with Renesas (Japan) and Stars Microelectronics (Thailand), ~5,000 jobs — diversifying partners away from single-country dependence [2].
• Capacity scaling from 20 crore to 500 crore chips/year, feeding automotive and industrial exports; Micron and Kaynes ATMP units make Sanand an emerging cluster [3].

Persisting gaps

• OSAT is back-end only; front-end fabrication, chip-design IP, and raw materials (wafers, specialty gases) remain import-reliant.
• Talent pipeline and R&D ecosystem still nascent.

OSAT/ATMP is a credible first brick, not the whole edifice — genuine autonomy still needs fabs, design and materials depth. Aligned with Atmanirbhar Bharat and Viksit Bharat @2047, deepening the chain "chip by chip" can anchor India's technological sovereignty.
