Solar irrigation subsidies were meant to solve the diesel-dependence problem in Indian agriculture but risk creating a new groundwater crisis. Discuss with reference to PM-KUSUM's design choices.

Launched by the Ministry of New and Renewable Energy, PM-KUSUM seeks to de-dieselise the farm sector and deliver energy and water security, targeting 34,800 MW of solar capacity with central support of ₹34,422 crore [1]. Yet by making pumping energy free at the margin, its design can convert an energy solution into a water problem — the outcome depends on the model chosen, not on solar technology itself.

The groundwater risk in design choices

  • Zero marginal cost of extraction: once capital is subsidised, sunlight is free, so no price signal restrains pumping — the classic tragedy of the commons in an open-access aquifer.
  • Standalone (off-grid) pumps are the weak link: with no buy-back option, saved water yields the farmer nothing, so over-abstraction is rational.
  • India's most stressed blocks are precisely those with the strongest irrigation demand, risking accelerated water-table decline.

Correctives already embedded

  • New standalone solar pumps are barred in CGWB-notified dark zones; only existing diesel pumps may be converted, and only with micro-irrigation [3].
  • Feeder-level and individual solarisation under Component-C allow DISCOMs to pay farmers for power consumed below a benchmark, treating saved power as surplus injected into the grid [4] — making conserved water an income stream.

The lesson is that subsidy architecture, not the energy source, determines sustainability. As PM-KUSUM 2.0 is framed, extending buy-back and metering incentives to standalone pumps, and pairing every solarisation with micro-irrigation, would align the scheme with SDG 6 and SDG 7, turning the water-energy nexus from a trade-off into a synergy.
