Austerity orders in public life are cheap to announce and hard to sustain, because they usually ban a token of privilege while leaving untouched the incentives that make deference profitable for the giver and pleasant for the receiver. Historical example: an order that named an object, not a behaviour

Contemporary contrast: a symbol backed by law

• In April 2017 the Union Cabinet amended the Motor Vehicle Rules, ending red and coloured beacons for all, including the President, Vice President and Prime Minister, with emergency services exempted [2].
• It removed the exemption list rather than extending it, was notified in the Gazette, and carried forward the Supreme Court's 2013 ruling against beacons as markers of power [2].

Symbolism is how citizens meet the state, so austerity gestures are necessary — but they endure only when converted into notified conduct rules with named accountability, as in 2017. Written as broad standards and anchored in law, such measures advance the constitutional promise of equality before the state.
