The implementation gap in urban sanitation is the distance between SBM-U 2.0's "Garbage Free Cities" goal and what is actually on the street. PRAGATI-50 is MoHUA's attempt to close that gap in 50 model cities across 24 States. It uses KPI-based action plans and a PRAGATI-style digital review on the Swachhatam Portal [1]. Monitoring can narrow the gap substantially, but it cannot close it on its own.

How monitoring bridges the gap

  • Clear accountability: A Ministry officer is assigned to each city, and the Union Minister reviews progress every other month [1].
  • Proven review model: The government reports that PRAGATI reviews resolved about 94% of flagged issues over a decade [2].
  • Outcomes over outlays: KPIs measure visible cleanliness, used-water management and segregation, not money spent [1].
  • Citizen feedback loop: A WhatsApp channel for the Swachhata App makes grievances easier to report [1].
  • Replicable standards: New guidelines for source segregation, an SOP for C&D waste, and the Durgapur Test Bed (CSIR-CMERI) to certify technologies [1].

Where monitoring falls short

  • Habits, not projects: PRAGATI unblocks discrete projects. Sanitation depends on crores of households segregating waste every day, now into four streams under the SWM Rules, 2026 [3].
  • Weak city powers: Sanitation belongs to ULBs under the 74th Amendment [4]. Yet the CAG found only 4 of 18 Twelfth Schedule functions effectively devolved with full autonomy [5]. A review can spot a gap that the city has no staff or funds to fix.
  • Limited funds: SBM-U gets ₹2,500 crore in 2026-27 [4]. A dashboard cannot replace weak municipal finances.
  • Data integrity: Self-reported KPIs can make a city look clean on the dashboard while mixed waste still reaches the plants.
  • Selection and timing: Prominent cities are chosen over weaker small towns. The launch also comes as SBM-U 2.0 nears its end, with Lakshya Zero Dumpsite remediation still incomplete [6].

Way forward

  • Publish the list of cities and their baseline KPIs, and add third-party checks on the ground.
  • States should give ULBs control of solid-waste staff and funds.
  • Link SBM-U funding to compliance with four-stream segregation.

Overall, KPI-based monitoring speeds up delivery but does not replace local capacity. PRAGATI-50 will work best as a short push that builds up empowered ULBs and makes cleanliness a jan andolan. That would fulfil the spirit of the 74th Amendment and advance SDG 11's goal of sustainable cities.
