India's line at the Shanghai Cooperation Organisation (SCO) is that peace and prosperity cannot co-exist with terrorism [1]. In October 2026 the SCO Council of Heads of Government met in Dushanbe to discuss trade, investment and connectivity [6]. There, Rajnath Singh called for dismantling the "entire ecosystem of terrorism" [5]. The statement holds true, but the SCO's structure limits how far it can be acted upon.

Why terrorism cannot be separated from integration

  • Security before connectivity: trade corridors and investment through Central Asia need secure transit, and terror sanctuaries raise the risk and cost of both.
  • Ecosystem logic: terror financing and safe havens cross borders just as trade does. India wants action against those who "abet, shelter and provide safe havens" [4].
  • Credibility of the grouping: a body that treats terrorism selectively loses legitimacy, so India insists on "no double standards" [4][5].

India's engagement: one message at every level

  • Qingdao (June 2025): Singh said "every act of terrorism is criminal and unjustifiable". He cited Operation Sindoor after the Pahalgam attack and praised SCO-RATS [1].
  • India refused to sign a draft that left out its terrorism concerns. The meeting ended without a joint statement because one member objected [2][3].
  • Bishkek (April 2026) and Dushanbe (October 2026): the same position was repeated at defence-minister and heads-of-government level [4][5].

Constraints

  • Consensus rule: a decision passes only if no member objects [2]. Pakistan, and China with its different strategic interests, can water down any text that names a sponsor.
  • Defensive gains only: withholding consensus keeps out a false equivalence, but it produces no shared counter-terror text [2][3].
  • General agreement, specific deadlock: members adopted the Heads of State statement on Countering Radicalisation under India's chairmanship [1]. They resist naming particular attacks.

Way forward

  • Tie new drafts to SCO language that members have already accepted [1].
  • Push general commitments against terror financing and safe havens. These are harder to veto than naming a country.
  • Link deeper connectivity cooperation to security commitments, and strengthen RATS.

India's SCO record shows that it treats security as the precondition for the grouping's economic agenda. Repeating the message keeps a public record and blocks diluted texts, but turning it into consensus will take patient, step-by-step diplomacy. Staying engaged while refusing double standards serves the SCO's own stated goals and SDG 16 (peace, justice and strong institutions). It also confirms that regional progress depends on regional peace.
