Classical science treated uncertainty as a gap that better instruments would one day close. Quantum physics overturned this view, because some uncertainty is built into nature itself. Accepting this changes how science advances and how we should take ethical decisions.
Uncertainty in modern science
- Quantum mechanics: Heisenberg's principle says that a particle's position and momentum cannot both be known exactly. This limit is set by nature, not by our instruments.
- Superposition: a system can exist in several possible states at once. Erwin Schrödinger's 1935 "cat" thought experiment illustrates this [1].
- Uncertainty as a resource: quantum computing, communication and sensing exploit these properties. India's National Quantum Mission (₹6,003.65 crore, 2023–31) is built on them [2].
- Complex systems: weather and climate forecasts are given as probabilities, not certainties.
Uncertainty in ethical decision-making
- Precautionary principle: prevent serious harm even without full proof. The Supreme Court adopted this principle in Vellore Citizens Welfare Forum (1996).
- Adaptive governance: COVID-19 decisions were taken on incomplete, changing data and revised as evidence grew.
- Virtues: uncertainty calls for humility, openness to correction and tolerance of other views, which is the opposite of dogma.
- Courage to act: uncertainty is no excuse for inaction. A District Collector facing a flood alert must evacuate people before the outcome is certain.
Limits of the claim
- Much uncertainty is plain ignorance that research can reduce, as with the causes of many diseases.
- If misread, "uncertainty" can feed pseudoscience such as "quantum healing". This is why Science Gallery Bengaluru's 'QUANTUM' exhibition pairs its art with trained mediators who explain the science behind each exhibit [1].
Uncertainty is therefore partly a feature of reality and partly a gap in knowledge, and wisdom lies in telling the two apart. The UN declared 2025 the International Year of Quantum Science and Technology to raise public awareness of quantum science [3][4]. India should likewise deepen scientific temper under Article 51A(h), so that citizens and administrators decide with humility, evidence and courage rather than false certainty.
