"Unemployment statistics in India understate the true scale of youth joblessness." Critically examine this statement with reference to the NEET indicator.

The Unemployment Rate (UR) counts only those seeking or available for work; youth who withdraw from the labour force vanish from it. The NEET indicator — youth Not in Employment, Education or Training — captures this residue, and India's PLFS 2025 data shows the gap is substantive, though UR is not thereby worthless.

Why UR understates youth joblessness

  • Discouraged-worker exclusion: aggregate UR (15+, usual status) stood at just 3.1% in 2025, a figure that conceals distress because those who stop searching are reclassified as "out of labour force" [1].
  • Low participation masks exit: LFPR (15+) was 59.3%, with female LFPR only 40.0% — a vast cohort outside the denominator of UR altogether [1].
  • Educated-youth mismatch: unemployment is concentrated among the tertiary-educated, whose prolonged job search shifts dependency onto households, delaying income, savings and household formation.
  • Gender blindspot: young women constrained by care work and social norms rarely register as "unemployed"; NEET, being population-based, counts them.

What NEET adds

  • NEET measures the share of the youth population idle, not the share of jobseekers — hence it is unaffected by search behaviour.
  • It is the SDG Target 8.6 metric, enabling international benchmarking; the ILO estimates roughly one in four youth globally are NEET [2].

Where the critique is overstated

  • UR remains valid for cyclical labour-demand tracking; PLFS 2025 shows rural youth UR falling to 8.3% (from 8.7%) and urban to 13.6% (from 14.3%) [1].
  • PLFS's revamped design from January 2025 gives monthly and quarterly rural+urban CWS estimates, sharply improving frequency and coverage [3].
  • NEET itself conflates the voluntarily idle with the involuntarily excluded, so it cannot replace UR.

UR and NEET are therefore complements, not rivals: one measures search failure, the other measures exclusion. Institutionalising NEET reporting in PLFS, alongside skilling under Skill India and childcare support to ease women's re-entry, would align employment policy with SDG 8.6 and convert India's demographic bulge into a genuine dividend.
