  2. Measures to improve digital maturity

Delhi-based Digital for Nonprofits (D4NP) surveyed 500 organisations for its State of Nonprofits Digitization Report 2026. It found that Indian non-profits score below 50% on digital maturity, and that their AI use is stuck at "level one": conversation, not workflows [1]. NGOs deliver many welfare schemes to the last mile, so this gap is a governance problem as well as a technology one.

Causes of the lag

  • Legacy gap: many NGOs missed even the earlier digitisation wave. For them, AI is a second leap from a weak base [1].
  • Capacity, not money: most organisations leave $10,000-a-month ad grants unused. The free resources exist, but nobody in-house has the skills or time to use them [1].
  • Narrow use-cases: interest in LLMs is limited to reports and marketing. It has not reached programme delivery, while corporates are building AI into their workflows [1].
  • Fragmented compliance portals: NITI Aayog runs NGO Darpan [2] and MHA runs the online FCRA system [5]. Small NGOs without IT staff spend scarce capacity on filing the same data twice.
  • High stakes, low buffers: the Darpan ID is now needed for central grants, FCRA, 80G tax status and, under the PML (Maintenance of Records) Amendment Rules, 2023, for bank accounts [2][3]. MHA cancelled 1,828 FCRA registrations under Section 14 in 2022 and the following year [4], which shows how costly weak records can be.

Measures to improve digital maturity

  • NITI Aayog: complete NGO Darpan 2.0 as a "demand-driven" platform that fetches data from ministry systems. An NGO would enter its details once and reuse them for grants, FCRA and tax filings [3].
  • MHA: add plain-language online checklists and regional-language help desks to FCRA's "transparent, online" process [5]. This would help NGOs fix errors before a Section 14(2) show-cause notice is issued [4].
  • Funders and CSR: pay for training and part-time digital staff, not just software licences, so that existing free tools actually get used [1].
  • Sector networks: share AI workflow templates with data-protection safeguards for sensitive beneficiary data under the DPDP Act, 2023.
  • Evidence base: D4NP's study is a private survey [1]. The government should commission an official baseline before designing large programmes.

Overall, the sector's lag comes more from low capacity and fragmented compliance than from lack of funds. Basic digitisation now decides access to grants, tax status and banking, so it should come first and AI second. A single-entry Darpan 2.0 and funding for digital capacity can make NGOs accountable, effective partners in Digital India and in the SDG 17 partnership agenda.
