Weather modification — chiefly cloud seeding, in which aircraft-mounted flares disperse hygroscopic salts that make cloud droplets heavy enough to fall as rain [1] — has moved from laboratory trial to state policy. Kazakhstan's 2026 programme illustrates both its adaptive promise and its power to unsettle neighbours.

As a localized climate solution

  • Drought relief: after Turkestan region went eight months without rain in 2025, Kazakhstan launched Central Asia's first large-scale seeding programme over roughly 9,110 sq km of farmland [1].

Weather modification is therefore a useful supplement to water security, never a substitute for demand-side reform. Its legitimacy depends on regional data-sharing, joint monitoring under WMO-guided best practice, and a cooperative protocol on transboundary effects — the same spirit of shared-commons stewardship that SDG 6 and SDG 13 envisage.
