Women in leadership positions in India's scientific establishment remain rare. Discuss with recent examples.

Women's share in India's extramural R&D projects rose from 13% in 2000-01 to only about 18.6% [2] — and their presence thins further at the apex, where headship of national laboratories and survey organisations still makes news as a "first". The gap is narrowing, but from a very low base.

Evidence of the leadership deficit

  • Participation falls sharply along the pipeline: women form a third of PhD scholars but a much smaller share of directors, secretaries and heads of departments [2].
  • The rarity is visible in the language of achievement itself — Dr. N. Kalaiselvi became CSIR's first woman Director General only in its 80th year [3].
  • Smt. Varsha Ashok Aglawe took charge as the 54th DG, Geological Survey of India in 2026 — the first woman to head it in 176 years [1].

Recent examples of change

  • Nigar Shaji, Project Director, Aditya-L1, and Kalpana Kalahasti, Associate Project Director, Chandrayaan-3, led flagship space missions [3].
  • Six CSIR laboratories are now headed by women [3], indicating a widening, not merely token, leadership pool.

Why the scarcity persists

  • A "leaky pipeline": career breaks around child-bearing collide with age-capped fellowships and seniority-based promotion.
  • Thin representation on selection committees, funding panels and academies reduces sponsorship and role-modelling.
  • Institutional cultures — mobility-heavy field postings, as in geological and space agencies — remain poorly adapted to caregiving responsibilities.

Institutional response

  • WISE-KIRAN of the DST supports women scientists across life stages, with Vigyan Jyoti drawing schoolgirls into under-represented STEM streams and GATI auditing institutions for gender-sensitive policy [4].
  • CSIR-ASPIRE sanctioned research grants exclusively to women scientists [5].

The recent firsts show that capability was never the constraint; opportunity structures were. Sustaining this requires shifting from celebrating exceptions to institutionalising equity — flexible tenure clocks, re-entry fellowships and mandated representation on decision-making bodies. Realising Article 15's promise of substantive equality and SDG-5 demands that a woman heading a scientific body ceases to be historic and becomes ordinary.
