Activity mapping
Topic: Panchayati Raj: Rural Local Government · NCERT: Beyond NCERT
Meaning
Activity mapping means splitting each Eleventh Schedule subject into small tasks. Each task is then given to one tier: the gram panchayat, the panchayat samiti or the zila parishad. This shows clearly who does what. Without it, transferring a subject to panchayats stays vague, and state departments keep the real work. The Second Administrative Reforms Commission (6th Report, 2007) recommended it as a key reform.
Example
Take drinking water, an Eleventh Schedule subject. Under activity mapping, the gram panchayat might repair village hand pumps. The samiti might look after supply schemes that serve several villages. The zila parishad might plan large piped-water projects for the district.
Don't confuse with
- Devolution of powers (Art. 243G): the state's legal choice to hand subjects to panchayats. Activity mapping is the detailed step that decides which tier does which task.
