Anonymity of civil servants
Topic: Civil Services: Role, Accountability and Reforms · NCERT: Beyond NCERT
Meaning
Anonymity means civil servants work behind the scenes and stay out of public view. Ministers take the public credit and blame for decisions, because ministers answer to the legislature (Article 75(3)). This lets officers give frank advice without being dragged into political fights. In India, anonymity has weakened over time:
- the Public Accounts Committee (PAC) questions secretaries;
- CAG reports name lapses by officials;
- RTI opens up officers' file notings;
- the media spotlights individual officers.
Example
The classic case is the UK's Crichel Down affair (1954). A minister resigned over failings by his officials, taking the blame for them. In India today, RTI requests can reveal the notes an officer wrote on a file, so the officer's role is no longer hidden.
Don't confuse with
- Political neutrality: neutrality means officers take no party side. Anonymity means officers stay out of public view while ministers take credit and blame.
