Central Civil Services

Polity & Governance glossary

Also called: Central services · Topic: Civil Services: Role, Accountability and Reforms · NCERT: Class 11, Ch 4 "Executive"

Meaning

Central Civil Services are services of the Union government. Their officers can be posted to any central office. Indian Foreign Service officers can also serve in Indian missions abroad. Examples are the Indian Foreign Service and the Indian Revenue Service. Central posts are grouped as Group A, B and C. The 6th Central Pay Commission merged Group D into Group C. These officers serve only the Centre, unlike officers who are allotted to states.

Example

An Indian Foreign Service officer may work in the Ministry of External Affairs in Delhi and then at an Indian embassy abroad. Their service conduct is governed by the Central Civil Services (Conduct) Rules 1964.

Don't confuse with

  • All India Services: the IAS, IPS and Indian Forest Service are allotted to state cadres and serve both the Centre and the states.
  • Indian Foreign Service vs Indian Forest Service: the Foreign Service is a Central Service. The Forest Service (IFoS) is an All India Service.
