Central Civil Services (Conduct) Rules 1964
Also called: CCS (Conduct) Rules · Topic: Civil Services: Role, Accountability and Reforms · NCERT: Beyond NCERT
Meaning
The Central Civil Services (Conduct) Rules 1964 are the rules of behaviour for employees of the Central Government. Rule 3 requires integrity and devotion to duty. Rule 5 keeps employees away from politics. Other rules control gifts and property. These rules matter because they set the standard for how central employees must act, and breaking them can lead to penalties.
Example
In July 2024, a DoPT order removed the RSS from the list of organisations that central employees may not join. This reversed government orders issued between 1966 and 1980.
Don't confuse with
- All India Services (Conduct) Rules 1968: those rules cover IAS, IPS and IFoS officers. The CCS (Conduct) Rules 1964 cover central government employees.
