Election observers

Topic: Elections and the Electoral System · NCERT: Beyond NCERT

Meaning

Election observers are senior government officers that the Election Commission sends to watch over elections. The legal basis is Section 20B of the RPA 1951. There are three types:

  • general observers watch polling and counting;
  • police observers watch law and order;
  • expenditure observers watch candidates' spending.

They report directly to the ECI, not to the state government. This lets the Commission know quickly what is happening on the ground and act on it.

Example

In the 2024 Lok Sabha election, an expenditure observer in a constituency could track a candidate's rallies and spending. If the observer suspected money was being used to sway voters, they would report it straight to the ECI.

Don't confuse with

  • Returning Officer: actually runs the election in a constituency. Observers do not run the poll. They watch it and report to the ECI.
