Equality of status and of opportunity

Polity & Governance glossary

Topic: Preamble and the Philosophy of the Constitution · NCERT: Class 7, Ch 10 "The Constitution of India: An Introduction"

Meaning

Equality of status and of opportunity is a Preamble ideal. Equality of status means everyone is equal before the law and no one gets special privileges. Equality of opportunity means everyone gets a fair chance. The Constitution supports this ideal in three ways:

  • Civic equality: Arts. 14-18.
  • Political equality: Arts. 325-326.
  • Economic equality: Art. 39(a) and (d).

Special provisions for weaker groups under Arts. 15(4) and 16(4) are a means to real (substantive) equality. They are not an exception to it.

Example

Art. 17 abolishes untouchability, which removes caste privilege in status. Art. 16(4) allows reserved public jobs so that groups held back for centuries get a real chance at opportunity.

Don't confuse with

  • Equality of income: the Preamble promises equal status and opportunity. It does not promise that everyone will earn the same.
