Jeevan Reddy Committee
Topic: Regional Aspirations: J&K, Punjab, the North-East and Accommodation · NCERT: Beyond NCERT
Meaning
The Jeevan Reddy Committee was headed by Justice B.P. Jeevan Reddy. It reviewed the Armed Forces (Special Powers) Act 1958 (AFSPA). AFSPA lets soldiers in "disturbed" areas search and arrest without a warrant and use force, even fatal force, after a warning. In 2005 the committee recommended repealing (cancelling) AFSPA and moving any powers that were still needed into the Unlawful Activities (Prevention) Act (UAPA). It matters because it is the main official call to end AFSPA.
Example
The Second Administrative Reforms Commission agreed with the repeal in 2007, but AFSPA has not been repealed. It has instead been withdrawn area by area: from Tripura in 2015 and Meghalaya in 2018. The disturbed areas in Assam, Nagaland and Manipur have also been reduced since 2022 (verify current).
Don't confuse with
- Nanavati Commission (report 2005): it looked into the 1984 anti-Sikh riots, not AFSPA.
