Meaning

The JVP Committee was a Congress committee of 1948-49. Its name comes from the initials of its three members: Jawaharlal Nehru, Vallabhbhai Patel and Pattabhi Sitaramayya. It put off the creation of language-based states for the time being. Partition was fresh in memory, and the leaders feared that such states could divide the country. It still left the door open for Andhra, provided the dispute over Madras city could be settled.

Example

After the JVP Committee's report, the Telugu demand stayed unmet for years. It took Potti Sriramulu's death in December 1952 to force the Centre to act, and Andhra State was formed on 1 October 1953.

Don't confuse with

  • Dhar Commission (1948): it rejected language as the basis for provinces and preferred administrative convenience. The JVP Committee only postponed the idea and left room for Andhra.
  • States Reorganisation Commission (1953-55): it accepted language as the main basis for state boundaries but rejected 'one language, one state'.
