Also called: Subrahmanyam Committee · Topic: India's External Relations, 1947-1999: Non-alignment, Wars and Nuclear Policy · NCERT: Beyond NCERT
Meaning
The Kargil Review Committee was set up after the 1999 Kargil conflict and was chaired by K. Subrahmanyam. It studied why India was taken by surprise, especially the intelligence failures, meaning the failure to spot the enemy's plans in time. Its report, From Surprise to Reckoning, was tabled in 2000. A Group of Ministers followed in 2001, and its work led to major changes in how India manages defence.
Example
These reviews led to new bodies such as the Defence Intelligence Agency, the Integrated Defence Staff, the Andaman and Nicobar Command and the Strategic Forces Command. The post of Chief of Defence Staff came only in 2019.
