Lieutenant Governor

Polity & Governance glossary

Also called: LG · Topic: State Government: Governor, Chief Minister, State Legislature and Union Territories · NCERT: Beyond NCERT

Meaning

Lieutenant Governor (LG) is the title the President gives to the Administrator, the President's chosen officer, in certain Union territories under Article 239. The President appoints the LG, and the LG runs the UT on the Union's behalf. The LG's powers differ from one UT to another. They depend on whether the UT has its own legislature and on the laws Parliament has made for it.

Example

Delhi, Puducherry, Jammu and Kashmir, Ladakh and the Andaman and Nicobar Islands each have an LG. In Delhi, GNCTD v. Union of India (2018) held that the LG is bound by the elected ministers' advice. This does not apply to public order, police and land.

Don't confuse with

  • Governor: A Governor heads a state. Mostly, the Governor acts on the advice of ministers who answer to the state legislature. An LG heads a UT for the President, and the elected government there has more limited powers.
