Minister of State (Independent Charge)
Topic: Union Executive: President, Vice-President, Prime Minister and Council of Ministers · NCERT: Class 11, Ch 4 "Executive"
Meaning
A Minister of State (Independent Charge) runs a ministry or department alone. No cabinet minister sits above them in that ministry. They are still not members of the Cabinet, the small inner group of senior ministers that decides policy. They attend Cabinet meetings only when invited, usually when their own ministry's work is being discussed. The post is one way for the Prime Minister to give a minister real charge without a Cabinet seat.
Example
The Council of Ministers sworn in in June 2024 had 72 members including the PM. Five of them were Ministers of State (Independent Charge). The rest were 30 cabinet ministers and 36 other Ministers of State.
Don't confuse with
- Cabinet minister: a cabinet minister heads a ministry and sits in the Cabinet as of right. The independent-charge minister heads a ministry but joins the Cabinet only when invited.
- Minister of State (without independent charge): this minister works under a cabinet minister in a ministry and does not head it.
