Minority appeasement

Polity & Governance glossary

Topic: Secularism: Western and Indian Models · NCERT: Class 11, Ch 8 "Secularism"

Meaning

Minority appeasement is a form of vote-bank politics. Vote-bank politics mobilises a group to vote as one block, as if all its members had the same interests. In appeasement, parties put a minority group's interests above the equality of all citizens to win its votes. NCERT (Class 11, Secularism) notes the irony: appeasement has increased the group's alienation and blocked reform within it.

Example

Suppose a party chases short-term votes through emotional issues instead of real development, such as education and jobs. The community gets symbols, not progress. It stays cut off from others, and liberal voices inside it, such as those seeking reform of personal laws, are pushed aside.

Don't confuse with

  • Minority rights: constitutional protections, such as the right under Art. 30 to run their own schools and colleges, that guard core interests against majority voting. They give equal respect. Appeasement is a political tactic that puts one group's interests above equality.
  • Minoritism: the charge that secularism itself favours minorities. Appeasement is about what parties do to win votes.
