Multiculturalism

Polity & Governance glossary

Topic: Preamble and the Philosophy of the Constitution · NCERT: Class 11, Ch 10 "The Philosophy of the Constitution"

Meaning

Multiculturalism is the idea that a state should recognise its many cultures and make room for them. It should not force one culture on everyone. In India this means protecting many religious and linguistic communities so that none of them dominates the others. Class 11 NCERT says India's framers took up this idea more than four decades before the word became common. They did it through group rights, which are rights held by communities and not only by individuals.

Example

Under Art. 30(1)-(2), minorities may set up and run their own educational institutions and still get state aid. Art. 29 protects any section with its own language, script or culture. Art. 350A asks for primary education in the mother tongue. These provisions show the state making space for different cultures instead of merging them into one.

Don't confuse with

  • Liberal individualism: it protects the rights and freedom of each person. Multiculturalism protects communities too. The two can clash, for example when personal laws limit women's rights inside a group.
  • Secularism: this is about how the state deals with religion. Multiculturalism is wider and also covers language and culture.
