Nagar panchayat
Topic: Urban Local Government: Municipalities and Cities · NCERT: Class 6, Ch 12 "Grassroots Democracy – Part 3: Local Government in Urban Areas"; Class 11, Ch 8 "Local Governments"
Meaning
A nagar panchayat is the urban local body for a transitional area, meaning a place that is changing from a village into a town. Art. 243Q of the 74th Amendment creates it. Even though it has "panchayat" in its name, it is an urban body under Part IXA, not a village body. The Governor decides which areas count as transitional.
Example
Class 11 (around 2005) counted more than 2,000 nagar panchayats. Many old notified area committees, whose members were all nominated, have since become elected nagar panchayats.
Don't confuse with
- Gram panchayat: a gram panchayat is a rural body under Part IX (the 73rd Amendment). A nagar panchayat is an urban body under Part IXA (the 74th Amendment).
