Meaning
The Nanavati Commission was a commission of inquiry headed by Justice G.T. Nanavati. A commission of inquiry is a body the government sets up to find out the facts of a serious event. This one was set up in 2000 to look into the anti-Sikh riots of 1984, and it reported in 2005. It matters because it officially recorded that the violence was planned, not just a sudden outburst.
Example
The commission found that the attacks on Sikhs were organised "in a systematic manner". After its report, on 11 August 2005, Prime Minister Manmohan Singh apologised in the Rajya Sabha: "I bow my head in shame". Justice still came slowly. Congress leader Sajjan Kumar was convicted only in 2018.
