Meaning

The National Cooperation Policy 2025 is the Union government's plan for growing the cooperative sector. It was launched on 24 July 2025 and replaces the 2002 cooperative policy. A committee led by Suresh Prabhu drafted it under the Ministry of Cooperation. It sets out a vision for the next two decades:

  • a cooperative in every village
  • a bigger share for cooperatives in the economy
  • professional management
  • more young people and women as members

Example

The policy came out in 2025, the year the UN declared the International Year of Cooperatives. It ties in with the ministry's push for new multipurpose PACS (village cooperative credit societies) and new national cooperatives.

Don't confuse with

  • 97th Amendment, 2011: a change to the Constitution that is binding law. The 2025 policy is a government plan, not a law.
  • MSCS (Amendment) Act 2023: a law passed by Parliament for multi-state cooperatives. The policy only sets goals and direction.
