People's Plan
Topic: Politics of Planned Development · NCERT: Beyond NCERT
Meaning
The People's Plan was a development plan drawn up in 1945 by M.N. Roy for the Indian Federation of Labour, a workers' body. It put agriculture and mass consumer goods (everyday things that ordinary people buy) first. It also called for the nationalisation of land, meaning the state would take over ownership of land. It is one of the pre-independence plans that show the broad support for planning, from industrialists to the left.
Example
The industrialists' Bombay Plan of 1944 stressed big state-led investment in industry. M.N. Roy's 1945 People's Plan instead focused on what ordinary people needed, namely food and basic goods.
Don't confuse with
- Kerala's People's Plan Campaign (1996): this was a separate programme in Kerala that gave a large share of plan funds to local bodies. It has nothing to do with M.N. Roy's 1945 plan.
