Police state
Topic: State, Government and Governance: Organs, Levels and the Citizen · NCERT: Beyond NCERT
Meaning
In Indian constitutional writing, a police state is a state that limits itself to a few basic jobs: law and order, defence and justice. It does little for people's welfare. The Directive Principles (Arts. 38, 39, 41, 47) reject this model and aim at a welfare state, one that also provides education, health and a decent living for its people. In everyday use, "police state" has a different meaning: a harsh state that controls people through police surveillance.
Example
India's government acts as a protector (law, order and defence), but also as a provider (free schooling, roads, welfare schemes) and as a regulator (for example, food safety). This wider role shows India is not a police state in the constitutional sense.
Don't confuse with
- Welfare state: a welfare state goes beyond keeping order and actively works for people's well-being, as the Directive Principles ask.
- Police as a State List subject: this only means that state governments control the police. It has nothing to do with the idea of a "police state".
