Public Interest Disclosure and Protection of Informers Resolution 2004

Polity & Governance glossary

Also called: PIDPI Resolution · Topic: Transparency, Accountability and e-Governance · NCERT: Beyond NCERT

Meaning

The PIDPI Resolution is an executive order the Government of India issued in 2004. That means it was a government decision, not a law passed by Parliament. It made the Central Vigilance Commission (CVC) the agency that receives complaints of corruption and keeps the complainant's identity secret. It was a stop-gap way to protect whistle-blowers, people who expose wrongdoing from inside government. It had no statutory force (no backing of a law) and covered only central government employees.

Example

In November 2003, Satyendra Dubey, an engineer with the NHAI, was murdered after he raised corruption complaints. The PIDPI Resolution was passed in 2004 as a response, so that future complaints could go to the CVC without the complainant's name getting out.

Don't confuse with

  • Whistle Blowers Protection Act 2014: a law passed by Parliament that also covers ministers and legislators. However, it has not been brought into force.
