Polity & Governance glossary

Also called: RGSA · Topic: Panchayati Raj: Rural Local Government · NCERT: Beyond NCERT

Meaning

Rashtriya Gram Swaraj Abhiyan (RGSA) is a centrally sponsored scheme. This means the Centre and the states share its cost. It was launched in 2018 and revamped for 2022-26. It aims to make panchayati raj institutions stronger and more capable. It pays for training elected members, building panchayat offices and computerising panchayats.

Example

Under RGSA, a newly elected woman sarpanch can attend a training course on budgets and schemes. A gram panchayat can get money to build a panchayat bhawan and set up computers. This helps it use tools such as e-Gram Swaraj.

Don't confuse with

  • Gram swaraj: Gandhi's ideal of self-governing, self-sufficient village republics. RGSA is a modern government scheme that borrows the name.
