Results Framework Document

Polity & Governance glossary

Also called: RFD · Topic: Civil Services: Role, Accountability and Reforms · NCERT: Beyond NCERT

Meaning

A Results Framework Document (RFD) was a yearly performance agreement for a ministry or department. In it, the ministry wrote down its objectives, its targets and how success would be measured. Progress was tracked under the Performance Monitoring and Evaluation System, a system for checking whether ministries met their promises. It was used from 2009 to about 2014. It matters as India's main attempt to judge ministries by results rather than by routine.

Example

Under the RFD system, a ministry might promise to finish a set number of projects in the year. At the end of the year, its actual performance was scored against that target. The RFD is often cited as an Indian example of New Public Management.

Don't confuse with

  • Annual Performance Appraisal Report (APAR): an RFD judged a whole ministry against its yearly targets. The APAR judges one individual officer.
