Second Schedule

Polity & Governance glossary

Topic: Making of the Constitution: Constituent Assembly, Sources and Salient Features · NCERT: Beyond NCERT

Meaning

The Second Schedule is a list attached to the Constitution. It sets out the emoluments (pay), allowances and privileges of certain high constitutional offices: the President, the Governors, the presiding officers of legislatures, Supreme Court and High Court judges, and the Comptroller and Auditor General (CAG). Putting these terms in the Constitution protects these offices and helps keep them independent.

Example

The pay and privileges of Supreme Court judges and the CAG fall under the Second Schedule. These offices must be able to act without fear of government pressure, and secure service terms support that.

Don't confuse with

  • Third Schedule: contains the oath forms for ministers, legislators, judges and the CAG. It does not deal with pay. The President's oath is in Art. 60, not in any schedule.
