Suspension of business motion

Polity & Governance glossary

Also called: Rule 267 · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT

Meaning

A suspension of business motion is a Rajya Sabha device under Rule 267. It sets aside the business listed for the day so that the House can discuss an urgent matter instead. It needs the Chairman's consent and is rarely admitted. Opposition members often give notices under Rule 267 to press for an immediate debate on an issue they think the government is avoiding.

Example

During a session, opposition members may give notices under Rule 267 asking to drop the day's listed business and debate a recent crisis. In most cases the Chairman does not admit these notices.

Don't confuse with

  • Adjournment motion: it exists only in the Lok Sabha, needs the support of 50 members and carries an element of censure (blame) on the government. The Rajya Sabha does not have it.
  • Short duration discussion (Rule 176): this is a debate on an urgent matter without a vote that does not set aside the listed business.
