Thakkar Sub-committee
Also called: Excluded and Partially Excluded Areas (other than Assam) Sub-committee · Topic: Special Provisions, Scheduled and Tribal Areas · NCERT: Beyond NCERT
Meaning
The Thakkar Sub-committee was a 1947 sub-committee of the Constituent Assembly, chaired by A.V. Thakkar. It is also called the Excluded and Partially Excluded Areas (other than Assam) Sub-committee. It studied tribal areas outside Assam that the Government of India Act 1935 had set apart as excluded or partially excluded. Its report shaped the Fifth Schedule. This Schedule covers Scheduled Areas and Tribes Advisory Councils, which are councils of mostly tribal members of the state assembly that advise the state government on tribal welfare.
Example
Today ten states have Scheduled Areas, including Jharkhand, Odisha and Madhya Pradesh. Each has a Tribes Advisory Council of up to 20 members, three-fourths of them ST members of the state assembly. This system comes from the Thakkar Sub-committee's work.
Don't confuse with
- Bordoloi Sub-committee: it studied the hill tribes of Assam. Its report led to the Sixth Schedule and autonomous district councils, not the Fifth Schedule.
