  2. Why the cycle persists
  3. Breaking the cycle: emerging levers

The Green Revolution made the paddy–wheat rotation the backbone of Punjab, Haryana and western Uttar Pradesh. It delivered food security. It has also overdrawn the region's water, soil and air. Its ecological costs now outweigh its gains, so breaking the cycle has become essential.

Ecological costs of the cycle

  • Groundwater: Haryana pumps out more than 135% of the water that recharges each year, and over 60% of its assessment units are "over-exploited" [1]. Paddy, a water-intensive crop grown in a semi-arid zone, is the main driver.
  • Nutrient imbalance: Cheap urea has pushed the NPK ratio far from the recommended 4:2:1. It reached 8.2:3.2:1 in 2012–13 [2].
  • Nutrient wastage: Crops take up only about 30–50% of the nitrogen applied [3]. The rest leaks into water and air.
  • Hidden hunger of soil: A Parliamentary Standing Committee found that imbalanced urea use and low organic matter are causing deficiencies of micronutrients such as zinc and boron [4].
  • Air quality: The short gap between the paddy harvest and wheat sowing encourages stubble burning, which worsens winter smog.

Why the cycle persists

  • Assured procurement: Paddy and wheat have reliable price and purchase support, which makes them low-risk for farmers.
  • Input distortions: Controlled urea prices [2] and subsidised power for irrigation lower the private cost of the cycle. The ecological cost stays hidden.

Breaking the cycle: emerging levers

  • Paying farmers to switch: Under Haryana's Mera Pani Meri Virasat, farmers get ₹8,000 per acre for giving up paddy and ₹4,500 per acre for direct-seeded rice [5].
  • Central support: The Crop Diversification Programme under RKVY moves land from paddy to pulses, oilseeds and millets in the original Green Revolution States [6].
  • Behaviour change: The Khet Bachao Abhiyan (22 Oct–30 Nov 2026) asks farmers to rotate paddy–wheat with pulses, which restore soil nitrogen [7].
Cheap water + cheap urea + assured MSP
        → paddy–wheat lock-in
→ aquifer depletion + soil degradation + stubble smoke

Assessment: Advice alone has not moved farmers. Haryana keeps raising its per-acre payments [5], which shows that changing what farmers grow needs price and procurement support.

Breaking the cycle is about water, soil and air together. The way forward is to procure alternative crops at assured prices, rationalise input subsidies and scale up diversification incentives. That would put the region on a sustainable path consistent with SDG 2 and SDG 6 and with the State's Article 48A duty to protect the environment.
