The grouping is visibly acquiring delivery machinery, yet its transition from political platform to economic architecture remains incomplete.
Evidence of institutional deepening

- Continuity over rhetoric: India proposed a BRICS Continuity and Implementation Mechanism, enabling Troika-based follow-up so outcomes survive the annual rotation of Chairship — the classic test of institutionalisation [1].
- Collective risk management: an Integrated Early Warning System for infectious diseases and disaster-data guidelines convert summit declarations into shared public goods [2].
- Normative agenda: India's call that no country should weaponise critical minerals, technology or supply chains [3] frames resilience as a bloc-wide principle.
Why the evolution is still shallow
- Frameworks are voluntary and consensus-based [2], lacking binding obligations, timelines or dispute settlement — unlike the WTO or EU.

BRICS is therefore best described as a political grouping fitting itself with institutional scaffolding rather than a completed architecture. If the Continuity Mechanism secures implementation, and logistics and mineral frameworks gain financing through the New Development Bank, BRICS can mature into a credible resilience platform amplifying Global South voice in economic governance.
