  1. How STI forums help align priorities
  2. Limitations

Viksit Bharat 2047 needs India to master frontier technologies. Yet its Gross Expenditure on R&D (GERD) fell to 0.64% of GDP in 2020–21 [3]. National STI forums such as ESTIC 2026 (27–29 October, Bharat Mandapam) [2] can steer research priorities towards this goal. They cannot replace funding or delivery.

How STI forums help align priorities

  • Agenda-setting: 12 thematic areas (AI, biotechnology, advanced materials, energy, climate, ocean sciences) tie research to national needs [1].
  • Science–policy link: scientists, policymakers and industry jointly decide which national capabilities to build. ESTIC 2026 is led by CSIR under the Office of the Principal Scientific Adviser [2].
  • Lab to market: about 150 deep-tech startup stalls and industry–academia sessions push translational research [1].
  • Financing signal: the ₹1 lakh crore RDI Scheme over six years, with its corpus held in ANRF, was launched at ESTIC 2025 [6].
  • Global partnerships: the new Global Connect Networking Event (300+ invited participants) [1] and Nobel Laureate speakers [2] support S&T diplomacy.
  • Scientific temper: AR/VR exhibits and kiosks bring science to the public, in line with Art. 51A(h) [1].

Limitations

  • Talk-shop risk: ESTIC is an executive event with no statutory mandate. Its recommendations do not bind anyone to act.
  • Structural funding gap: the private sector funds only about 36% of GERD. In China, South Korea and the US, it funds more than 70% [4]. A conclave cannot correct this on its own.
  • Slow money: by July 2026, only TDB and BIRAC had been sanctioned ₹1,000 crore each under the RDI Fund. The scheme gives loans and equity, not grants, capped at 50% of project cost [5]. This is hard on startups that have no revenue yet.
  • Activity, not outcomes: forums count stalls and participants. They do not track funds raised or partnerships delivered. Official GERD data also lags by about five years [3].

STI forums can point research in the right direction, but money and follow-through decide results. Three steps would help: an annual outcome report card after each edition, faster R&D statistics, and a blended grant-plus-loan window for early-stage deep-tech. With these, forums like ESTIC can turn ANRF's mission and SDG-9 (innovation) into real progress towards a self-reliant Viksit Bharat.
