  1. Why CEE is emerging as a strategic frontier
  2. Limits and challenges

India's Europe policy long centred on France, Germany and the UK. Central and Eastern Europe (CEE) is now gaining weight in it. In August 2024, India and Poland raised their ties to a Strategic Partnership [1], during the first visit by an Indian PM to Poland in 45 years [2]. PM Tusk's visit in October 2026 deepened it [4].

Why CEE is emerging as a strategic frontier

  • Economic gateway: Poland is India's largest trade and investment partner in CEE. Bilateral trade was about US$5.72 bn in 2023, and Indian investment there is over US$3 bn [3]. The 2026 joint statement aims to double trade by 2030. Poland, now a US$1-trillion economy, presents itself as a gateway into the EU market [4].
  • Defence-industrial shift: The two sides already hold talks through the Joint Working Group on Defence. They have now proposed a Defence Industry Dialogue for co-development and co-production [4], moving the focus from buying arms to making them together.
  • Critical technologies: The statement plans joint research on AI, semiconductors and quantum. It also calls space a key element of the partnership [4].
  • Influence within the EU: Poland's voice counts in the early signing and ratification of the EU–India FTA. It also counts in carrying out the India–EU Security and Defence Partnership [4].
  • Institutional roadmap: The Action Plan 2024–28 covers energy, mining, cyber security and counter-terrorism. Under it, both sides will designate individuals linked to groups listed under UNSC 1267 [5].

Limits and challenges

  • Divergence over Russia: Poland sees Russia as its main threat, while India keeps close ties with Moscow. India signalled balance by pairing the Warsaw visit with a trip to Kyiv [2], but a trust gap remains.
  • Lopsided flows: India's exports are more than twice its imports. Polish investment in India is only about US$685 mn [3].
  • Slow follow-through: The Classified Information Agreement is still unsigned, and the Defence Industry Dialogue is only a proposal [4]. The agriculture working group is only now being revived, even though the agriculture agreement dates from 2017 [3][4].

Anchored by Poland, CEE offers India a market gateway, defence-industrial partners and a supportive voice inside the EU. To make this frontier a lasting foothold, India should sign the Classified Information Agreement before 2028 and give the Defence Industry Dialogue firm timelines. It should also track the trade target every year through the Joint Commission for Economic Cooperation [5]. Done this way, the partnership would support the India–EU FTA and India's multi-alignment, in the spirit of SDG-17 (Partnerships for the Goals).
